The Haute-Vienne Departmental Council (87) covers a population of over 371,000 inhabitants spread across 195 municipalities. As part of its social action remit, the Departmental Council receives sensitive files and data from its partners. The local authority also receives grant applications from the 195 municipalities in the department.
The Haute-Vienne Departmental Council was looking for a solution that would enable it to securely share files with its external contacts, including both social sector stakeholders and the 195 municipalities in the region. To meet these two needs, the Departmental Council teams naturally turned to the sensitive file sharing solution from Oodrive, the French leader in SecNumCloud-certified SaaS solutions. The fact that Oodrive Work is available on the UGAP marketplace saved a significant amount of time in its implementation.
Secure sharing of sensitive files with departmental social action stakeholders
Since 2020, the Haute-Vienne Departmental Council has been using the Oodrive Work platform to receive files submitted by its social action partners (birth certificates, death certificates, medical data, documents from the CAF, etc.). The data handled is personal and considered sensitive (some of it being health data). It was therefore necessary for the Departmental Council to use a solution with a high level of security and HDS certification. HDS (Health Data Host) certification is awarded to providers of personal health data hosting services.
Each partner has an Oodrive account and stores their documents in their own folder. For the Departmental Council, using Oodrive Work makes it easier to monitor the use of sensitive/personal data and ensure compliance with the GDPR.
Digitizing the submission of grant applications for the department’s 195 municipalities
In 2022, the Departmental Council also set up a platform for submitting grant applications for the 195 municipalities in the department. Thanks to an alert system, Departmental Council officials are automatically notified as soon as a new grant application is submitted.
The municipalities were quick to embrace this new tool. Previously carried out entirely on paper, the grant application process is now fully digitized, resulting in time savings and continuous traceability of all documents submitted.
Satisfied with the solution, the Haute Vienne Departmental Council recently integrated Oodrive Work into its Business Continuity Plan (BCP) procedure. The choice was based on the tool’s ease of use, the externalized security it guarantees, which is decoupled from their information system, and its competitive price.
