Background

The National Civil Protection Federation relies on 32,000 volunteers spread across the country, organized into local chapters that carry out daily rescue, training, and humanitarian aid missions. The national headquarters, staffed by about 30 employees, is tasked with providing tools and turnkey solutions to secure and streamline these activities, with an IT budget that depends on donations and partnerships.

In this context, the IT teams have begun a gradual restructuring of the information system to achieve a level of maturity consistent with their operational and regulatory challenges, particularly since the Olympic Games.

A shared login, sent via email, for sensitive documents

Before Oodrive Work, the internal document repository was hosted on a NAS (Network Attached Storage) at headquarters, accessible via a unique login sent by email and a technical interface that was not very intuitive. Volunteers had to locate the login credentials, navigate through a file explorer, and go through several steps before accessing the documents, which complicated the dissemination of information.

The stored documents are internal content—much of it sensitive—including operational guidelines, health data, and personal information, which created an explicit need for security and access control without relying on environments subject to extraterritorial laws.

A single, secure access point via the SSO portal

The Civil Protection Agency has integrated Oodrive’s collaborative platform into its internal SSO portal to provide its 16,000 members with simple, centralized, and secure access to its document repository, which contains numerous files—many of which are sensitive. From the portal, every manager, elected official, or authorized volunteer can directly open the Oodrive interface and access the quick-reference guides, operational instructions, training materials, and administrative documents necessary for their duties.

Headquarters staff serve as platform administrators and are responsible for making content available and keeping it up to date for all departments.

Teams also use Oodrive’s secure sharing features to distribute sensitive documents:

This decision aligns with the Civil Protection Agency’s digital sovereignty policy, which prioritizes French or European solutions for its new services.
